EXPERT IN CHEMICAL MANAGEMENT INCIDENTS. 1. Background information: The International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) is looking for “EXPERTS IN CHEMICAL MANAGEMENT INCIDENTS”, to work for the following EU-funded project CBRN 41: "High Risk Chemical Facilities and Risk Mitigation in the Atlantic Façade Region (Benin, Côte d’Ivoire, Gabon, Liberia, Mauritania, Morocco, Senegal and Togo)". FIIAPP is part of a consortium, led by a French Institution, which has been awarded the project at the beginning of 2015. 2. Information of the Project: The overall objective of this Project is to enhance sound chemical hazard management within the African Atlantic Façade Region in order to prevent the occurrence of high risks chemical accidents inside and around all important chemical installations. The Project wishes to achieve the following objectives: Preventing the occurrence of severe accidents involving hazardous chemical substances in high risk chemical facilities. Preparing for these accidents, and mitigating their adverse effects, through emergency planning, land-use planning, and communication with the public. Responding to these accidents that do occur in order to minimize the adverse consequences to health, the environment and goods. Follow-up to these accidents, including initial clean-up activities, accident reporting and investigation. In order to achieve these results, the project has been organized in Four main working packages (WP), being FIIAPP’s participation expected in the following WPs: WP2 “Strengthening regional and national capacities with respect to prevention of/ preparedness for/and response to chemical incidents in the AAF region; WP3 “Strengthening regional and national capacities with respect to limitation of environmental consequences following a chemical incident in the AAF region”; WP4 “Recovery measures at national level”. FIIAPP will need to provide Technical Assistance through different trainings sessions in the following
related fields: Preparedness and responses to chemical incidents, limitation of environmental consequences, and recovery measures. In that sense, FIIAPP is creating a pool of Short Term Experts that will be mobilized for the described trainings, which will start in 2016 until mid- 2017. 3. Experts’ profiles: The profile of the experts for this contract are as follow: Qualifications: University degree in Chemical and/or related fields. It will be an asset to hold a Certificate / Long Practice in: Chemical Safety / Risk Management. EHS (environmental, health and safety). Chemical Disaster and Emergency Management. Chemical Environment surveillance and recovery. Work Experience: Training experience (methodology, management, practices). Work experience in carrying out: Études de danger. Études d’impact. Inspection des sites classes. Work experience in: Preparation of Emergency Plans. Design and preparation of Intervention Plans in Industrial facilities. Emergency Plan in Radiological and Nuclear Incidents. Experience in ORSEC, POI, PUI will be an asset. General Skills: Ability to communicate and negotiate at all levels. Ability to facilitate exchanges among people of different cultures and background. Ability to monitor the progress of trainees. Ability to evaluate results and make final reports. Writing skills to prepare the training material (guidelines, manuals, brochures, posters). Ability to operate in a multi-disciplinary and multicultural team.
